Local Government Board

The Board recommends that there be a clear division between the role and functions of the Council and the Executive and that this be given legislative force by inclusion in the Local Government Act. In establishing this division the legislation should include a broad definition of the role and functions of coucillors that...the responsibility for approving the budget, setting rates and charges and monitoring the overall financial performance remains with the councillors.
