What is the General Rate ?

AS it is assessed to land values, not from a persons labour. The General Rate is not a tax as theory defines taxation. It used to fund part or all of activities that are of “public benefit” where no other direct source of revenue is identified as appropriate to cover the cost of the activities. A person enterprise, entrepreneurship, labour nor capital is fined in anyway.
